新臺灣之子的課程改革之研究

A Study on Curriculum Reform for Children of Foreign Brides

摘要


最近,有關新移民女性(或稱外籍新娘)及其子女(或稱新臺灣之子)的消息經常躍然於媒體報章上,有些對於她們處於經濟劣勢與社會地位弱勢的處境付予同情,有些認為她們的數量增加有降低臺灣人口素質、降低國家競爭力之虞,有些則認為應該幫助她們在生活、語言、學習、文化等方面的學習。此外,許多研究也指出,政府機構已針對她們的需求擬訂許多教育政策和支援措施。隨著近年新臺灣之子入學人數增加,研究者認為,目前最為迫切需要者在於推動新臺灣之子的移民教育課程改革,同時亦將新移民女性的學習一同納入改革系統。基此,本研究採文獻探討、文件分析及訪談法。研究目的有三:一、瞭解外國的移民教育概況;二、探討新臺灣之子可能面臨的教育困境;三、探究目前新臺灣之子的教育支援政策與課程調適方案。最後根據研究結果,提出若干建議。

The purposes of this study were to explore emigrant education curriculum reform for children of foreign brides. The study focused on three aspects: 1. understanding foreign emigrant situation, 2. analyzing possible educational difficulties for children of foreign brides; 3. finding methods and suggestions of curriculum reform for children of foreign brides. The research methods used were literature analysis, document collection and interview. Two respects for choosing study samples are shown as follows. In the level of counties and cities, took Taipei County, Taoyuan County, Taipei City, Tainan City, Kaohsiung City, Penghu County were taken for samples; In the level of instructions, the personnel of the Bureau of Education, elementary school directors, and teachers were taken for samples. Finally, some conclusions were drawn.
