全民健保對老人財務負擔及醫療需求的影響－以雲嘉南地區為例

摘要

政府對於人口老化伴隨而來高齡化社會的來臨，亟需有所因應及作為，並且對於老人福利給付的內涵希望朝立法的方向建立體制，在重大的老人福利政策項目中，現行的全民健康保險制度及未來的老人國民年金即其適例。老年人的經濟安全及醫療需求是老人福利服務需求的兩大要項，在老人年金尚未開辦之前，本研究旨在探討目前健保制度的實施對於老人財務負擔及就醫需求，經由次級資料的蒐集及實證分析的結果，以老人福利的觀點，結合現行社會福利、社會保險及醫療保險等環節，研擬政策性及目標性的建議方案。

As the aged society comes with a gradually aging population, the government will have to demonstrate an outstanding performance and offer care, Besides, the benefit of the senior citizens welfare has to establish the system toward the law acted. In the items of the main policy of the senior citizens welfare, the present National Health Insurance Program and the future Old Age Pension are the proper examples. The economic safety and medical needs are the two items of the necessities of the senior citizens welfare services. Prior to the implementation of the Old Age Pension, the main interest of this study is to explore the effect of the present National Health Insurance Program on finance burden and medical care demand of the senior citizens. By the collection of the secondary data and the analytical result of the examples from the point of the senior citizens welfare, combined with the present social welfare, social insurance, medical insurance and so forth, we draw out the suggestions with regard to the policy and goal.
