摘要

無障礙環境的理念來到台灣後就一直被當作工程技術問題來處理，幾乎所有的討論都是圍繞在技術法規上。到底什麼是無障礙環境？爲什麼要建構無障礙環境？無障礙環境是爲誰設計？誰是最可能的使用者？如何知道他／她們的需求、感受、想望與使用方式？而誰又真正能代表他／她們？理想的無障礙環境的目標到底是什麼？這些無障礙環境建構過程中的基本且重要問題，卻很少被仔細檢視與討論。爲了回答這些問題，本文首先討論無障礙環境的理論與思考背景，檢視各個理論模式可能的貢獻與限制。接著檢視無障礙環境推動過程中使用者的問題，以瞭解是什麼樣的使用者想像在影響台灣無障礙環境的建構。最後則將討論無障礙環境建構過程中的核心概念，以釐清這些概念與身心障礙者之間的關係。

Since the idea of ”barrier-free environments” came to Taiwan, all the discussion about it has concerned technical details and legislative issues. Many important questions have yet to be examined and analyzed in the local context. For example, who are the users of barrier-free environments and who can represent them? What is the ”ideal” barrier-free environment? Is ”Universal Design” really the solution to barrier problems? This paper begins by discussing current theories and less formal suggestions about how to construct barrier-free environments, and it examines the contribution and limitations of these ideas. Then, after reviewing the available research literature about the situation in Taiwan, four different kinds of imaged users are presented. In the third part, some core conceptions of the ”barrier-free environments” are discussed in the context of Taiwan.
