摘要

正如眾所週知，自從1970年代起，所謂國際化(internationalization)或全球化(globalization)的字眼便開始成為一種流行措詞，並始終與成功以及財富聯繫在一起，從而也使全世界多數的個人與國家不僅關注此種發展，更不斷反思各種因應與自存之道。值得注意的是，於此同時，區域主義(regionalism)非但成為與此一潮流齊肩並進的趨勢，甚至在全球化浪潮看似侵蝕國家主權時，以國家作為主要行為者的區域機制卻繼續不斷壯大發展。這不由得讓我們進而思索兩個可能的問題，亦即：區域主義究竟是國家單元針對全球化壓力所設計出來的反制之道？抑或它其實是全球化浪潮的另一個層面而已？在此，本文希望透過對這兩股趨勢（全球化與區域化）的分析，一方面歸結它們對當前國際環境所帶來的影響所在，另方面更期盼能深入思索其間的互動關係，以便進而瞭解國際關係的未來可能發展。

Since 1970s, the terms so-called ”internationalization” or ”globalization” have been very popular, and often mean what cold get success and wealth. In this sense, there are many individuals and countries not only concern their development, but think about the ways to feedback and self-preservation. In the same time, the regionalism had kept the apace of the development of globalization, even if when the globalization have seems to erode the sovereignty of nation-state, the regional regimes which the nation-state is the main actor still grow more and more rapidly. Anyway, the questions are: If the nation-states have used the regionalism to react the pressure of globalization, or they just contributed the popular wave? In this paper, we hope to analyze the globalization and regionalism first, and then try to think about the true relationship between them.
