從災害管理思維的改變到專業教育訓練的規劃

Initial Planning to Disaster Management Professional Education and Training in Taiwan

摘要


參與災害管理業務相關人員眾多,且經常分屬不同類型與層級。每一類型、層級人員所需之基本能力與訓練內容不盡相同,如何清楚根據需求提供相對應的教育訓練課程,實為災害管理教育訓練系統建構的重要課題。本研究參考國際問重要災害防救專業人才訓練機構(美國緊急管理學院、英國緊急規劃學院及澳洲緊急管理學院等)之訓練系統架構,並參酌臺灣參與災害防救之業務需求、法令與現況等條件,依訓練目的、能力分級、對象類別等項目進行分析,以四大學群為基礎,進行政府機關行政人員(含:災害防救承辦人員、一般行政公務人員)及各級行政首長(中央部會首長、縣/市首長、鄉/鎮/市長)、國軍幹部課程(旅級、營級、連級)及部隊訓練(一般部隊、專業部隊)、其他類對象(搜索救援、專業技術人員/團體、志工團體)等對象之災害管理課程架構建置,以期透過系統化的專業訓練,逐步補足臺灣長期缺乏之災害防救人員專業訓練。

Participants to emergency rescue work come from all walks of life. Basic competencies and training for each level are not exactly the same. It is important for emergency management education and training institutes to offer suitable training courses to meet its need. This research cited training courses from Emergency Management Institute (EMI), Emergency Planning College (EPC), and Australian Emergency Management Institute (AEMI) as references then cross-examined with regulations, work needs, and present status here in Taiwan. Analysis was made according to training objectives, competencies levels, and target personnel on a basis of four groups to construct courses for government agency personnel (administrative personnel and emergency personnel) and heads of each administration (ministers, mayors/county magistrates, and mayors of the township), military officers (brigades, battalions, and companies) and military troops (general troops and specialized troops), and others (search and rescue team, professional personnel/group, and volunteer organization). This research hoped to gradually complete the disaster management education and training in Taiwan that has been inadequate for years through systematic professional training.
