學研機制協助地方政府於颱洪期間災害應變及情資研判機制之研究－以臺中市為例

摘要

本研究以逢甲大學於臺中市颱風或豪雨災害應變實務經驗，說明學研機構於災害應變時協助地方政府之災害應變協力機制，包含進行災害情資蒐整與應用科技進行災害研判作業，以輔助地方政府應變作為。逢甲大學於臺中市災害應變中心開設時，同步啟動協勤機制，使用國家災害防救科技中心所建置之「災害情資網」及提供之相關科學資訊，並將本學研機構所研發之「颱風雨量預測模式」及「即時淹水預報決策支援系統」整合為災害情勢研判分析報告，輔助臺中市政府進行颱風降雨預測、淹水潛勢區域預警、停班停課決策及災害應變中相關議題諮詢與決策，就輔助成果顯示地方政府結合地方學研機構，有效提升地方政府之決策品質。

During the last several decades, disaster prevention and protection has been brought to public attention. The raised awareness of disaster prevention leads the development of related technology and intelligence for specific purpose to protect public. For the consideration of disaster management, an integrated information that related to organize a universal disaster prevention and response program for disaster managers would be need. However, a professional team that can provide a universal integrated information for disaster response is still lack in local government. For this reason, a local research team that consists of research members of university can make up the shortage mentioned above. This paper discusses the issues related to the operation mechanism of disaster prevention and response cooperation agency proposed by NCDR around 13 years ago. In recent years, NCDR leads many local research teams to act as the disaster information analyst for each local government to deal with the issues of disaster response and decision-making. Local research team in addition attempted to integrate the distributed database of disaster management that central and local government had, and establish a connection between the NCDR and local disaster prevention and response cooperation agency to share the disaster intelligence.
