由於台灣近期氣候變化導致降雨事件急劇增加,隨後的災害將不可避免地影響到人民的基礎設施、財產和生活。因應災害發生的準備、預防、應對、相關情報收集和預備以及事先進一步分析對於地方政府應急管理便是一個重要的課題。然而,評估危害信息非常複雜,需要處理專業人員和專業知識,因此國立中央大學(NCU)的災害防治研究中心(RCHMP)為此目的擔任新竹縣的顧問。RCHMP在災害應變中心(EOC)啟動之前和期間通過各種途徑,如通信軟體(例如LINE)和投影片等,提供地方政府有關天氣預報、潛勢危害區域識別、歷史災害事件定位和相關預防措施等訊息。在災害防救實施的基礎上,學術機構對於地方政府災害應變管理的強化具有寶貴和獨特之處。
Since rainfall events dramatically increased due to the climate changes in Taiwan recently, subsequent hazards will inevitably affect infrastructures, properties and life of citizens. To prepare for, protect against, respond to hazards, related intelligence gathering and preparation, and further interpretation beforehand are critical for local government emergency management. Assessment of hazard information, however, is highly complex and needed to be dealt with professionals and expertise. Consequently, Research Center for Hazard Mitigation Prevention (RCHMP) in National Center University (NCU) plays as a consultant for Taoyuan City and Hsinchu County for such purposes. RCHMP provided information regarding the weather forecasting, hazard potential area identification, historical disaster events locating, and precautionary measures via various approaches, such as the communication software (e.g. LINE) and presentation slides, before and during the Emergency Operation Center (EOC) activity of the local governments. On the basis of the implement, enhancement from academic institution has been approved to be valuable and unique for local government emergency management.
