摘要

本文從全球經濟之形構來討論近代臺北市南港地區的空間形式變遷，以全球城市之策略經過、地區產業結構之轉型與重大開發計畫之執行等面向，理解南港地區空間發展建構過程中國家所透露的治理邏輯。並經由對四個重大開發計畫執行困境的分析，歸納出三個國家與社會間的衝突，包括環境議題造成的衝突、土地投機造成的衝突以及中央政府與地方政府間的政黨政治衝突。隨著近代政治民主化與統治正當性的轉變，臺灣的發展性國家之運作身陷困境以致曲折不斷，國家與社會關係經由正在浮現的市民社會、坐大的土地資本與民粹主義的政治操弄，反應在環境議題、土地投機與中央地方政黨政治中，因此，全球化下國家與社會的新關係，終究使得臺灣這個發展性國家角色弱化與轉化了。

Formations from the global economic to discuss spatial transformation of modern Taipei Nangang to the global cities strategy after the transformation of industrial structure and the implementation of major development plan for to understand the Nangang space development countries in the process of constructing revealed governance logical.And through the analysis of the plight of the implementation of the four major development plan, summed up the three conflicts between state and society, including environmental issues caused by conflicts, land speculation caused by the conflicts, as well as the political conflict between the central government and local governments.With the transformation of the modern political democratization and the rule of legitimacy, Taiwan of the developmental state of operational distress so tortuous constantly, The relationship between the state and society through the emerging civil society, the bigger the land capital and populist political manipulation, the reaction in environmental issues, land speculation and central and local party politics, Therefore, globalization under the new relationship between state and society, after all, so that Taiwan of the developmental state is weakened and transformed.
