Priority and placement of water storage sites Screened from western Ba-gua-shan terraces

八卦山台地西麓之野溪約百餘條，其地表逕流進入平地排水的銜接水路，因長久未做整體性的規劃，導致山腳路一直存在淹水問題無法解決，加上山坡地開發面積逐年增加，超滲逕流提高山腳路沿線地區之水患風險，如何找出保水空間改善水患乃重要之議題。 本研究以八卦山西麓洋子厝及員林大排流域之山腳路沿線集水區為樣區，提出淹水問題改善對策。首先，以10公頃門檻値劃定管理分區，其次，套疊土地利用及土壤圖推估曲線值，計算開發前、後之最大蓄水量差值，作為水源涵養能力指標；利用數值高程模型萃取之窪蓄區位及平坦地(坡度5%以下且扣除建築物之區位)，作為保水空間指標，最後，以K-means群集分析將兩指標分為大、中、小等三類，篩選水源涵養營造之區位。 結果顯示，編號402之管理分區為保水面積大，S差值小之異地補償區位，可收納上游因開發造成之超滲逕流。由於八卦山台地西麓為分散型野溪，透過山腳路沿線之高程剖面，可萃取沿線集水區出口之高程最低點作為匯流處，洋子厝及員林大排分別可營造5個及4個中型滯蓄洪池，各自區排再匯流至一個大型濕地，最後排流入海洋，本研究結果所提相關策略供相關單位治理淹水之參考。
Ba-gua-shan terraces have hundreds of torrents at western foothills. Because the node points which are surface from slope land to flat area has never a complete planning for a long time, the inundation cannot be resolved along the Shan-jiao Rd. In addition to the increase of development areas on slope land, the excess runoff raise up the inundation risk along the Shan-jiao Rd. How to filter out the sites of water storage for inundation improvement is a crucial issue. In this study, the improvement strategies of inundation would be proposed in the watersheds along the Shan-jiao Rd. from Yang-zi-cuo and Yuan-lin regional drainage. First, the subdivisions was delineated with the threshold of 10 hectare. Second, the pre- and post- development land use and soil map could be overlaid and calculated the curve number and difference of maximum potential detention (S value) as the index of water storage ability. The index of water storage area could be not only extracted by digital elevation model but also overlaid by land use which was included slope lower than 5% without building area. Finally, the two indices would be classified by high, medium, low using K-means cluster in order to filter out the optimal construction sites of water storage. The results showed that NO.402 subdivision with large area of water storage and low difference S value was the offsite compensation area which can store the excess runoff due to development. The torrents at western foothills of Ba-gua-shan terraces is dispersion. According to the elevation profile along the Shan-jiao Rd., the detention and storage pond can be constructed at the site of the lowest elevation. The results showed that Yang-zi-cuo and Yuan-lin regional drainage has 5 and 4 sites for detention and storage pond construction, respectively. Finally, the regional drainage will converge to a large wetland and flow into sea. The relative strategies proposed in this study could be a reference as inundation treatment for relative authorities.
