中央機關災害防救計畫架構與管控之研究

摘要

近年來，災害、災害防救或危機管理……等相關名詞在學術間討論熱烈，我國政府近年來投入龐大的資金與人力以提升我國災害防救體制，正所謂「養兵千日，用在一時」，如何專注於平時災害防救體系與動員機制的強化，以應變在幾秒鐘之內發生的災害，實在是一項重要的課題，本論文探討我國災害防救計畫，以期能為災害防救體系盡一份心力。
本論文以我國災害防救計畫為主，首先進行各項災害防救與相關文獻之分析比較，蒐集各項有關災害防救資料與相關名詞，包括各項期刊、論文、書藉及網站資料，再將我國災害防救業務計畫與日本之架構來進行分析與比較，以期找出較適合我國各相關災害防救機關之架構，並進一步研擬「內政部災害防救業務計畫」，針對其中各個流程及項目來擬訂出災害防救業務計畫之管控方法，以提供給政府機關做為擬定災害防救業務計畫之參考。
本論文之研究目的在於分析整理各國災害防救計畫以探討我國災害防救業務計畫架構，並以簡易資料庫系統來對災害防救業務計畫實施管控，最後針對我國災害防救業務計畫提出建議與改善方法。

In recently years, the so-called Disaster Prevention and Protection Plan or Crisis Management……etc seemed very hot topics in academy. Those years, our government has invested huge fund and put much manpower to advance and improve the mechanism of disaster protection in our country. Just an old saying goes, “ Maintain an army for a thousand days, use in one”, how to be absorbed in the disaster system at ordinary times and concretizing the mobility mechanism, in order to meet an emergency within several seconds. In this thesis, to have an exploration and analysis towards the System of Disaster Prevention and Protection Plan in our country, in hope to make more effort both in mental and physical aspects further to better our life.
This research thesis relies mainly on Disaster Prevention and Protection Plan, at first to carry on every Disaster Prevention and Protection Plan to analyze and compare with relevant documents, to collect every related information and nomenclatures, including every periodical, thesis, book and website material； relatively to divide simulation. Furthermore, leading the analysis and comparison of Disaster Protection and Prevention Plan between Japan and our country, in looking forward to seek a more moderate and appropriate policy, further to study and draft “Disaster Prevention and Protection Plan of Ministry of the Interior”, in which making each procedure and point concentrated to force up a control method upon this draft and in the hope to be a basis and reference to our government.
The purpose of this thesis is to accumulate and analyze every case in other countries on Disaster Prevention and Protection Plan for on a basis to probe into that in our system. In addition, with a brief database system to bring the system control into practice and at the end, to propose proper suggestion and improvements on Disaster Prevention and Protection Plan for our government system.
