臺中文化創意產業園區與周邊地區互動之研究

摘要

隨著文化創意產業園區的概念和操作在全球興起，臺灣在2002年推動「挑戰2008：國家重點發展計畫」相關政策中，設置「文化創意產業園區」為其旗艦計劃。臺中市因地緣關係一直以來為臺灣中部區域文化藝術相關活動與經濟發展的重心，自臺 中文化創意產業園區設置以來，積極推動建築、設計、藝術在此發展生根。然而現況發展仍停留在環境整備階段中，缺乏更深入探討園區與周邊地區的連結與互動關係，以及和地區主體人之間產生的互動。因此，思考臺中文化創意產業園區與周邊地區互動的關係，如何推動其在地永續發展是值得關注的議題。
故本研究透過文獻回顧、國外案例分析、現況調查、訪談和問卷調查，分析出地方民眾對於園區空間認同、社會文化、人才育成、美學涵養、地方經濟等五個互動面向的認同度與看法，瞭解臺中文化創意產業園區與周邊地區的現況發展議題與願景，提出臺中文化創意產業園區未來應致力與發展的方向，提供園區未來經營管理單位在推動與周邊地區互動發展時參考，期望逐漸建構一個具備藝文、設計與生活的網絡圈，達到帶動臺中的藝文與設計蓬勃發展，以提升中部區域競爭力。

With the rise of the cultural quarters concept and operation in the world. Our government policy has proposed the “Challenge 2008 National Development Plan”. Since 2002, the master plan is to set up the “Cultural and Creative Industry Park”. Taichung City is located at Central region of Taiwan, which is the core of economic development, arts and cultural activities. The main propose of the Taichung Cultural & Creative Industries Park is to promote the architecture, design and art development in there. However, the current development of cultural and creative industry park is still only focused on environmental preparation, there is no any research or study about the connection and interrelation with the local resident between the Cultural & Creative Industry Park and the neighbor regions. Thus, the interrelationship between the cultural and creative industry park with the local cultural industry, how to promote the development and build a network of local cultural industries are the three main essential and concerned issues that need to be considered.
This study is based on the literature review, foreign study, observation status, interviews and surveys to analyze the local residents view and impression about the Cultural & Creative Industries Park according to 5 aspects, Local Identification, Social Culture, Talent Development, Esthetics Sense and Regional Economy. In addition, this research comes to find out the Taichung Cultural & Creative Industries Park and the regions development issues and prospect, which also proposing some suggestions about the concentration and development direction in the future as the reference for the Cultural & Creative Industries Park operator to promote the interrelationship between Taichung Cultural & Creative Industries Park and the regions. The ultimate purpose is to gradually build up a network zone that including life, arts and design, promoting and encouraging the art and design development of Taichung that can thereby increasing the competitiveness of Central region of Taiwan.
