社會資本與社區總體營造：以桃園縣高原社區為例

摘要

社區總體營造在台灣近年來相當受到矚目，全國各地的社區發展皆有相程度的進步，長期來政府部門透過資金、人力、合作等方式投入到社區總體營造，但社區總體營造的最初目標以及最終目的皆是回歸到社區居民身上，由社區居民自發的開始推動，方能達到社區永續發展的目標。所以我們將視野拉回到社區居民「人」的上面，以社會資本的角度對於社區總體營造進行觀察分析，藉以觀察社會資本在社區總體營造之間所扮演的角色。
本研究以桃園縣高原社區為例，採用深度訪談的方式，進入社區中對於村長、發展協會理事長、志工、社區居民等進行訪談，在透過觀察以及訪談的過程中，了解高原社區內擁有的社區資產，並分析社會資本中四個元素在高原社區的連結以及關聯性。研究發現，社會資本對於高原社區在推動社區總體營造時有所幫助，但是並非全是正面的助力，而社會資本對高原社區的社區資產有直接的幫助或是透過其他方式間接的提升社區資產，經過社區總體營造後，社區居民的社會資本有所提升，對於社區鄰里的認同更加強烈，彼此的向心力更加緊密。

In recent years, community empowerment is received a lot of attention in Taiwan. All of the community development had such progress. The government invested capital, human resource and cooperation into community empowerment for a long time. The goal of community empowerment is returned the community resident to achieve community sustainable development. So we focus on community resident “people”, to observe and analyze community empowerment by social capital. To find between the role of social capital and community empowerment.
The research takes Kaoyuang community in Taoyuan as an example and adopts depth interview with Village, Development Association, volunteers and community residents. To know what’s the community resources in Kaoyuang community, and analysis of social capital in the four elements relevance to Kaoyuang community. The research finds the social capital help to promote Kaoyuang community empowerment, but not all positive. Social capital the help of community resource are directly or indirectly through other method to enhance the community resource in Kaoyuang. After the community empowerment, community resident have improved their social capital, the sense of community is more intense and closer relationships with others.
