藝術村作為文化保存實踐之再思考:以寶藏巖藝居共生為例

摘要


寶藏巖為台北市南區一處自力營造建屋之聚落,在政府都市更新政策下面臨非法違建拆遷之命運。在當地居民抗爭與各方人士積極保存後,寶藏巖於2004年正式登錄為台北市第一處歷史聚落,而這之中藝術村的進駐與參與,以一關鍵性的因素巧妙地改變了這個地方的性質。自2003至2006年間的「GAPP全球藝術行動者參與計劃」與「試營運之共生聚落」至2010年10月正式進駐試營運的寶藏巖國際藝術村,歷史聚落的保存已順理成章統合在藝術村的營運規劃中,並以「藝居共生」的理念貫穿為其精神。本研究從寶藏巖聚落拆遷到保存的轉變中,所產生的聚落保存、社區營造、社會行動等等議題,層層剝解藝術村進入此一地區的脈絡背景、成為各種議題共同交會的因素,以及被各種議題所附加的各式角色與功能為何。研究發現,藝術村富涵的多重角色與功能,看似是讓所有議題理論上得以平衡與融合的支點,但實際上卻是更加複雜化「藝居共生」的因素,尤其當居民同時作為社會弱勢和文化保存對象、政府對於寶藏巖同時作為私人居住和公共用途的不同情境立場,藝術村本身又來自另一獨立的系統脈絡時,藝術村排除的是社會情境中的居民,以歷史聚落的文化想像來實踐聚落保存的可能,對於寶藏巖文化保存的實踐是充滿侷限與困難性。

Treasure Hill is an old village in Taipei city, but it became an illegal area due to the urban renewal policy of government in 1980. After local resident and people who efforts to preserve this place, Treasure Hill is turn to the Taiwan first historical village in 2004. In this period, artist village was involved in, and masterly change identity of the Treasure Hill. Since 2003-2006 the Global Artivist Participation Project (GAPP) experiment by community organization, and the artist village formal operation by government in 2010, preservation of historical village is one of the most important program in artist village, artists and residents live together in this place, and became the feature and unique concept in Treasure Hill. In the changing identity process of Treasure Hill, the study hot only to clarify the issue about culture preservation, community renaissance, and social action, but also discuss the artist village how to became the final conclusion in different kind of issue, and think about the role and function of artist village which it defined by different issue. The research is find, it seems like that artist village have the multiple role and function can eliminate the divergence of every issue, but actually that is the reason of complexity in living, especially that include resident is the socially vulnerable and culture preservation object at the same time, and government expect the residential area can be used in public. When artist village comes from anther system, it cannot successfully practice the cultural preservation in Treasure Hill, it just exclude the social situations of residence and take the romantic history imagine to achieve some of the culture preservation.
