揉轉效應:新故鄉文教基金會邁向社會企業的經驗研究

摘要


身處一個高度風險的全球化世代中,在地化的產業與組織,要如何尋找一套可持續性的發展模式,無疑是重要的課題。環顧過去二十幾年來台灣社會發展概況,筆者深刻體會到台灣民間社會是充滿活力的,但這些多元活力如何進一步揉轉形成集體行動能量,是值得慎思與行動的課題。 基於社區見學與地場產業的理念與實務需求,新故鄉文教基金會於2005年修改組織章程,設立「新故鄉文教基金會附設社區見學中心」,希望以桃米社區為基地,結合附近區域的資源,形成社區見學網絡,為非營利組織與在地社群找出一條可持續性發展的道路。轉型過程中,新故鄉不僅在組織目標、結構做調整邁向社會企業,也希望促進社群協力治理與振興地方經濟。歷經幾年的實作經驗,雖已在組織的自主性、在地異業結盟與地方前瞻性社造議題上有若干成效。但是仍遭遇:外部支援法令的缺乏、政府政策不持續性以及組織內部成員理念衝突與調適、缺乏商業經營經驗、場址租約等課題,都亟待克服。 展望未來,本研究認為非營利組織邁向社會企業過程中有幾項政策與行動思維值得建議:首先,在政策上:政府應當釐清社會企業的定位,建立制度化規範;善用政策資源培植社會企業的組織永續能力;其次,對非營利組織領導者而言,則須「強烈的決心」,同時必需建構「學習型組織」、「授權團隊領導」、「互助的組織氛圍形塑」、以及「透明化課責機制的設置」。最後,就產業化面向,則須引用社區營造模式,做為推動區域性社區產業的策略;並以非營利組織為平台,推動區域性異業結盟。如此方有助於非營利組織的自我組織轉型以及外部效益擴散。

The central problem for the high risk global age is how to find a sustainable development model for local industries and organizations. In the Past 20 years, the Taiwan’s civil society was full of life, especially during the 921 earthquake reconstruction. Now we must to deliberate how to develop an integration and transformation strategies for making collective actions. Based on the past experiences, the role and function of the community-based nonprofits organization were very important, especially it had charity and nonprofit characteristics. According to the ideals of the social enterprises and community experience study, the Newhomeland Foundation had been adjusted its organization’s mission, structure, and function in 2005. It expected to achieve promoting community collaboration governance and making local economic regeneration. In the case study of the Newhomeland Foundation, I found that the law and policy of the government, the ideals of the staffs, business marking experience, the land contract for lease were the critical problems in the process of the nonprofit organization towards social enterprises. In order to assist the nonprofit organization adjustment more efficiency, the study have three suggestions. Firstly, the government must to orientate the social enterprises, to construct social enterprises institution and empowerment policy. Secondly, the leader of the nonprofit organizations should have strong determination to form the learning organization, to develop a team-work leadership, to shape the inter-help organization environment and to construct a transparent accountability system. Finally, the community empowerment strategy is key mechanism to promote the regional community industry.
