環境變遷與地方組織對社區發展的影響
─以草屯鎮南埔社區為例─

地方組織與環境變遷對社區的盛衰，有著絕對影響。尤其對社區發展更是重要的牽引因素；雖政府近年來將社區整體發展視為一項重大工程，惟在打造這項重大工程中，社區內部語言與住民的團結度卻是重要影響，以草屯鎮南埔社區而言，即是在外來因素的衝擊下，曾經出現嚴重的衰頹，整個生活面呈現從未有過的凋零。而任何住民對生活圈的逐日凋零，自是無法接受，因此許多住民記取了過去興盛時代的「興盛因素」，期望讓這些「興盛因素」再度注入整個社區，讓南埔社區重返「興盛」，活絡整體生活圈。　其實，南埔社區比起四鄰各里，因地理因素而高優；甚至在各方資源多於四鄰各里的狀況下，社區繁榮即受到矚目，自然各里對南埔社區的評價，也就屬富裕的優質社區。但是自然條件的改變，如交通環境的更改，農業生產的變化與工商業的停滯，在在都讓這個原本活絡的社區，受到嚴重影響，整個社區不再因過去擁有交通轉運站能帶入人潮的好條件而保持興盛，不再因過去擁有政府投注「豐沛收入」的菸葉契作生活豐裕；於是，南埔社區期望重返興盛期，社區再度重視社區營造、社會資本、社區意識、社區組織、社區團結發展與社區參與的重要性。南埔社區原本就擁有豐富人文、地方產業；甚至在地方組織方面也作的相當紮實；若能充份運用社區應有的營造規範，並注入優質人文條件，讓整個環節皆能緊扣，向外發揮引入更多實質經濟面，則南埔社區由衰轉盛將不遠矣。
