我國為出口導向的國家,國際貿易為我國經濟命脈,面對產品出口不穩定及中國紅色供應鏈來襲的壓力,如何突破重圍,並維持國際市場的競爭力,乃是產業永續發展的重要議題。 本研究根據財政部關務署及國際貿易中心(ITC)的統計資料顯示,台灣2011年至2015年平板玻璃出口值逐年下降。因此,擬利用出口市場佔有率、顯示性比較優勢及相對競爭位置等貿易競爭指標,分析台灣平板玻璃主要出口市場之相對較具競爭優勢的產品,以及目標市場之競爭對手的競爭優勢強弱。 實證結果顯示日本為我國主要平板玻璃出口目標市場,並且在日本市場具有優異的市佔率表現,出口產品以HS Code「70051010908」及「70052990205」之平板玻璃相對較具競爭力;相似地,我國產品在日本主要的競爭對手為泰國、中國和南韓,惟至今在日本市場仍具有領先的地位。 為使台灣平板玻璃產業具國際競爭力及永續發展,應加強新產品研發與創造產品差異化,以提高產品附加價值;積極投資原料資源開發與加強廠商群聚合作,以降低生產成本;積極加入區域經濟組織,以減少關稅障礙;配合政府新南向政策,以開拓國際新市場。
Taiwan is an export-oriented country. Therefore, international trade is vital to our economic development. Recently, Taiwan has suffered from the unstable international export environment and the great competitive pressure from China’s red supply chain. It is a big challenge to us that Taiwan’s flat glass industry can survive and increase its competitiveness in global market. This study analyzes Ministry of Finance Customs Administration and ITC data by using several trade competition indexes including export market share, revealed comparative advantage, and relative position. The study aims to find Taiwan’s target export market of flat glass and the products with relative competitive advantages. Moreover, a comparison between Taiwan and other competitors is made to show the flat glass export competitive power in Taiwan’s target export market. I find that Japan is Taiwan’s target export market. Besides, Taiwan’s flat glass has high market share in Japan market. Especially, The flat glass products (HS Code: 70051010908 and 70052990205) are highly competitive in Japan. Although Thailand, China, and South Korea are our main competitors in the Japan market, Taiwan still occupy a leading position in recent years. I suggest that we should develop new products and make products differentiate to increase added value of export products for becoming more competitive in global market. Second, it should be much better to invest the exploitation of raw material resources and actively participate in industrial cluster cooperation for lowering production cost. Third, Taiwan should join the regional economic organizations to reduce tariff barriers. Last, Taiwan’s flat glass companys can explore new international market with “New Southern Policy”.
