這是一篇以南投縣中寮鄉龍眼林地區為主題的深度報導,龍眼林是全台灣第一座數位機會中心的設置點,而當地人在九二一地震後成立的龍眼林福利協會是經營數位機會中心的主要支柱。數位機會中心是政府計畫縮減台灣城鄉數位落差下的產物,希望藉由這種類似偏遠鄉鎮社區電腦中心的設置,提供偏鄉居民接近、使用資訊的環境與機會。本文透過訪談了解龍眼林居民對數位機會中心的經營與使用情形,本文進一步比較數位機會中心設置前後,當地社區組織的轉變,同時透過探討龍眼林社區組織的特色來來了解成功經營數位機會中心所需要的社區條件。經過兩年多的運作,龍眼林居民已經開始思考如何不依賴政府經費獨立經營數位機會中心,這種對永續經營的思考,見證龍眼林社區組織的成熟,也象徵龍眼林從九二一地震後的重生。身為全台灣運作歷史最久的數位機會中心,龍眼林的經驗可以作為其他數位機會中心的參考,龍眼林的例子也顯現社區自主性是地方經營數位機會中心的重要條件,這可以作為政府未來選取其他數位機會中心設置點的參考。
This is an in-depth report on the Digital Opportunity Center(DOC) at Longyan-Lin, a rural community of Chungliao Township, Nantou County. The DOC was launched under a government project to bridging the digital divide in rural area, which provides the residents in remote villages with opportunities to access to the Internet and digital information. The local organization Longyan-Lin Welfare Association, established by local residents after 921 earthquake, plays an important role in running Taiwan’s first DOC at Longyan-Lin. To tell the story of the first DOC, this report investigated into the features of Longyan-Lin community and described how the local organization operated the DOC and what impacts the DOC brought about. The report found that after two years of launching, Longyan-Lin began to prepare for its autonomous operation DOC without government’s support. This case shows the well-running of the local organization and the DOC which symbolize the revitalization of a rural community after the earthquake. Longyan-Lin’s experience helps to give a lesson to other rural communities and the government to promote the DOC in Taiwan.
