大西北商貿樞紐-西安康復路批發市場發展之分析

An Analysis on Development the Kang-Fu Road Whole-sale Market in Xi-an: the Trading Hub of China's Great Northwest

摘要


中國西安,自古以來便具有西北地區交通與商業樞紐的地位。而位於西安城市東北角的康復路周邊在改革開放前原是以工業區為主的區域,因其鄰近西安火車站與市區,交通十分便利,吸引許多往來商務旅客,並逐漸形成一座馬路市場。這個區域在改革開放後更是發展迅速,形成以批發為主、零售為次的商圈。康復路歷經一次又一次的改造行動,簡陋攤販、鐵皮屋商舖、商城、購物中心、複合式購物商城等不同時期興建的商業空間疊加在康復路市場,讓康復路從一小型馬路市場轉變成為一個大型批發商貿圈,它在1992年左右達到發展高峰,以「服裝」為主力商品,還曾一度被譽為「西北第一市」。 本研究透過康復路批發市場商圈發展過程,以及試著了解康復路周邊的土地管有者(擁有土使用權者)、地方政府、投資者三方所扮演的角色與相互關係,進而分析康復路從一個馬路市場變成中國西北地區最大的批發市場所擁有的優勢與未來發展的潛力。 研究結果顯示,鄰近火車站及重要交通節點的位置為康復路帶來人潮與商機,同時也帶動物流的發展,使康復路多了轉運的功能。另外,西安早期城市規劃將西安東北角設定為工業區,而工業區內多數為國營企業、工廠、機關、學校等設施,這些機構的土地是經由國家行政劃撥取得,以無償、無限期的方式擁有土地使用權。隨著經濟迅速發展,康復路批發市場擴張空間的需求日益增加,需要從這些企業、機關釋放土地使用權;也因為這些企業、機關的正式與非正式地釋放土地使用權,讓康復路市場發展有了見縫插針、空間擴張的機會。在這過程中土地管有者、地方政府、投資者三種角色相互關係緊密連結,共同推動康復路商圈的形成。 分析結果顯示促使康復路商圈發展的主要因素有三:康復路所處區位與交通上的優勢;康復路周邊土地管有者對土地有釋放的動機;以及地方政府與民間企業積極態度。

Xi-an has historically been a transportation and commercial hub in northwestern China. Before the advent of the economic reform, Xi-an’s Kang-fu Road and it’s vicinities were basically an industrial area, but due to it’s closeness to the railway station and the urban core, the area attracted great numbers of travelers and visitors and started to develop a street-side petty market. With the commencement of the reform, commercial development in the area accelerated, and whole-sale became the predominant function of the market. Until 1992, clothing is the main goods in the market, which was dubbed the “market number one” in northwestern China. This study tries to understand the development process of the Kang-fu Road whole-sale market, and the roles played by the land owners, local governments and investors in the process. Furthermore, we attempt to analyze how the Kang-fu Road street-side petty market became the biggest whole-sale market in the northwest. In earlier version of Xi-an’s urban planning, the northeast corner of the city is established for industrial purposes. In this area , most organizations are state-owned enterprises, factories, schools, and hospitals. And these establishments obtained land-use rights by the government appropriation, which is uncompensated and with unlimited tenure. The research shows as a result: proximity to the train station and the position as an important transportation node bring big crowds and business opportunities to the area. At the same time, this advantage promoted the logistics development and transport function of the region. Along with the economic growth, the merchandise type provided by the Kang-fu Road whole-sale market evolved, and the demand of space grew, heightening the pressures to release the land-use rights from the land-controlling establishments. In this process, the trio of land controllers, local governments and commercial investors pushes for the development and transformation of the area. As a result of the analysis, we conclude that there are tree major factors that contributed in the development of the Kang-fu Road whole-sale market: its locational and accessibility advantages, the motivation of land controllers to release land-use rights, and the aggressiveness of the local governments and private investors.
