民間參與國家公園文化資產活化執行經驗分析 -陽明山及金門國家公園的案例比較

An Analysis of PPP Implementation Experience for Cultural Heritage Revitalization in National Park-Comparison between Yangmingshan and Kinmen National Parks

摘要


規劃民間參與國家公園文化資產活化政策時,隨其歷史背景及現實政治經濟狀態,推動者會作出不同因應對策。以本研究的兩案例而言,陽明山國家公園的案例-中山樓暨周邊全區,標誌的是政治紀念意義,不同於金門國家公園聚落中的古厝民宿,為常民生活記憶。兩者的再利用型態及民間參與方式,隨其所在地�相關利害關係人等項目的不同,而致相異之民間參與現狀。 本研究主張適度地再利用修復後的文化資產,除了不浪費修復經費;最重要的是,這是一種永續維護文化資產風貌之手段;我國應有積極性之新思維-「活化」不必然是破壞文化資產之本體、背棄歷史價值,反而可能背往道而行,成為「維護文化資產本體、廣邀眾人共享歷史價值」重要取徑。 活化之目標在於-重現過往文化樣態的同時,亦有符合現代使用之設計,使大眾得以親近並實際感受「故事」的起源。 研究結果發現,為數眾多的文化資產,其妥善的再利用設計及經營管理,無法單一仰賴公部門,此為消極引入民間資源之因;而積極原因,則是我國國家公園文化資產的活化方式應可更具多元性,民間創意能量的合作、民間參與對象的支持、公私部門共同進行風險分攤,將使得活化政策推動得更為順暢。 透過政策形成及實際執行兩面向的討論,可以知道,從政策形成的緣起,是否具備足夠的必要性,到實際執行的過程,是否對社會大眾及相關利害關係人達到良好的溝通,最後的結局,活化及民間參與方式是否具備正當性;在在皆連動著社會支持及最終執行狀況。

Depending on historical background and situation of politics and economy, planning of cultural heritage revitalization in different national parks may conclude with different decisions. Through case comparison of implementation experience between Yangmingshan and Kinmen National Parks, influencing factors behind the decision are to be analyzed. Both national parks have adopted different forms of culture heritage revitalization and public-privacy partnership due to differences in location, stakeholders, finance, and the local press news. This study argues that the renovation and reuse of culture heritage is needed in practice for national park management with two reasons, namely, not to waste the restoration cost and to well preserve the culture heritage permanently. It is also argued that revitalization is not necessarily to damage the heritage building or betray the historical values. Reversely, it is a crucial measure to sustain the status via the modern design, invite the public to experience the story behind the culture heritage. This research concludes that participation of private sector can effectively ease the implement tension of public department. Moreover, the way of revitalization can be more diversified through the private innovation and creativity. PPP implementation needs both side to share risk. Last but not the least, the private sector also plays a key role to mediate the between the public department and society. Through the analysis of policy formation and practical implementation, it is identified that factors including the necessity of policy, legitimacy of process and adequate communication among the society and stakeholders all influence the social support and the condition of PPP Implementation Experience for Cultural Heritage Revitalization in National Parks. Further researches on the institutional factors are also suggested.
