由溫泉觀光開發現況探討原住民部落發展困境之研究—以泰安溫泉為例

摘要

本研究的目的是以近年國內觀光帶動原住民部落地區資本經濟發展的潮流中，探討原住民傳統文化與資本經濟間的衝突。並以在政府機制運作下的相關因應法令、政策、建設對於原住民部落生活文化衝突的事實，藉以突顯原住民族族主權並未因近年的備受矚目而獲得真正的落實。
本論文主要是以泰安鄉錦水村為討論案例，並從2003年當地泰雅族部落組織自救會，推動「反泰安溫泉風景特定區都市計畫案」的事件，來探討目前國家制度中對於原住民民族主權的政策法令與部落實際現況間的落差，並從資本主義經濟開發模式的趨勢，來檢視國家機制對於原住民傳統生活文化的衝擊。另外，從案例的抗爭活動中分析部落運動組織的社會關係，來探究原住民部落生活文化發展所面臨內在問題。
藉由本論文的研究過程得到以下結論：
1. 永續經營、共管機制可兼併觀光開發、自然保育及原住民文化保存
2. 原住民部落應推動自我文化基礎教育加強族人民族意識

This research discussed the conflict indigenous traditional culture and the capital economy in domestic tourism by the recent years leads the indigenous tribe area capital economy development in the current. And by government mechanism operation correlation in accordance to law, policy, public construction regarding indigenous tribe life culture conflict fact, so as to suddenly revealed the indigenous nation race sovereignty because recent years preparing to focus attention on by no means obtains the true realization.

The study is discusses the case by Tai-an hot spring area, and the local Tayal tribe organizes from 2003 to established self-help organization, impels the event " Opposition Urban Planning Cases in Tai-an hot spring National Scenic Area ", discusses in the country system regarding the indigenous nation sovereignty policy law and the indigenous tribe distance of practice. According to capitalism economy development form to inspect the impact of indigenous tradition life culture by national mechanism. Perspectives the conflict process of case to study the Social Relationship of tribe movement organization, Meanwhile inquired the indigenous tribe face inside problems of life culture development.

This study has reached conclusion as follows：
1. Sustainable Management、Co-management may annex tourism development, the natural conservation and the indigenous culture preservation
2. The indigenous tribe should impel the self- cultural base education to strengthen the clansman national consciousness
