大溪和平老街防災計畫之基礎調查與改善研究

摘要

古蹟與歷史建築歷經長久歲月，為先人文化留下見證；除了各種天災，火災對其傷害尤其重大。近年來幾起老街火警喚起民眾對於群聚式歷史建築之重視。此外，國內針對群聚式歷史建築之防災文獻較少，觀念與具體研究多侷限於單棟建築，而未考量整體街區計畫。本研究以具備地理、經濟特性之大溪老街為對象，探查歷史街區防災計畫之議題。研究目的如下所示：
一、調查大溪和帄老街之火災危險因子。
二、建構大溪和帄老街之防災計畫。
透過調查分析，成果如下所示：
一、建立和帄老街防災特性基礎資料。
二、以區劃方式檢診並建立環境潛在災害機制：
（一）綜合基地特性、建築構造、材料、使用方式等特性發現群聚式歷史建
築為街區中需加強防災救助者。
（二）消防栓設置未涵蓋群聚式歷史建築。
（三）滅火器數量不足且設置不均，未依使用類組或群聚式歷史建築落點配
置。
（四）防火巷道有囤積廢棄物等不當使用情事發生。
（五）日常管理之缺失並欠缺巡守組織。
三、調整消防救災設備並建立初步改善計畫。

Monuments and historical buildings left ancestor’s witness during long time. Expect for all kinds of disasters, fire disasters are more harmful. There had a few fire alarms on old streets recent year, they have aroused people’s attention with cluster-type historical buildings. Domestic research that focus on cluster-type historical buildings are less. Concept and specific study always limit to single building without considering the overall district plan. The research set object with Daxi old street which owning geography and economy property. It explores question on historic district disaster plans. Purposes of the research are as below：
1. Investigations on fire risk factors in Daxi-Heping old street.
2. Constructions of Daxi-Heping old street’s disaster plans.
During investigations and analyses, the study result as below：
1. Establishment on basic data in Daxi-Heping old street’s fireproof characteristics.
2. Establishment of potential environmental disasters by detecting division：
(a.)It combines base features, constructions, materials, using…etc, many kinds of characters and finds which parts needed to strengthen disaster rescuer in cluster-type historical buildings
(b.) Fire hydrant configuration don’t cover in all cluster-type historical buildings.
(c.) The set up of fire extinguishers are not enough and unbalanced. There don’t erect by cluster-type historical buildings or using location.
(d.) Inappropriate circumstances are happened in fire alley, such as hoard wastes.
(e.)Daily managements are missing and lack of patrol organization.
3. Adjustment of fire rescue equipments and establishment of initial improvement plans.
