宜蘭深溝淨水場水源生態園區規劃原則探討

摘要


大部分的生物都生活在人們知覺之外的棲境,要保有生物生存空間必須維持棲地完整性適度限制人類進入,於環境中所導入的人類活動型態應是以生物為中心的,以兼顧環境保護和社會發展。 深溝淨水場為全台灣面積最大的淨水場,因為歷年淨水設施擴增的干擾及破壞,其自然生態環境雖仍豐富但已大不如前。深溝淨水場隨著時空環境變遷及新增大型淨水場計畫的推動,未來可望大幅減輕目前所擔負之供水重責;且環境教育法於2011年6月施行,環境教育設施場所的需求量將大為增加。有利於實現兼具休閒及教育功能的「水源生態園區」,及成為以自然資源為特色的環境教育場域,並利用此契機進行生態環境之改善及提升。 本研究以滿足永續生態及成為環境教育場所的角度探討園區規劃原則,以誘導式結構為操作方法整合議題,藉由永續生態、生態園區規劃、基地及其它相關議題歸納交互建構出16項規劃原則,並以此規劃原則用來檢討分析2005年高野景觀公司「深溝淨水場水源水文生態展示園區細部規劃暨第一期細部設計」案。研究發現生態環境規劃應優先確保人們知覺外之自然生物棲境以及人為環境之生物多樣性營造,導入環境教育體驗活動為促進本園區永續發展的良好媒介;而原規劃案對於生態環境之營造不足,且未將環境教育活動融入規劃中,削減了永續發展契機。

Most of the biological life lives in the habitat beyond human understanding. To retain their space of survival, species of biological life must uphold the integrity of their habitat and suitably restrict the entry of mankind. Therefore, the mode of human activity being introduced into the environmental should be entered around biological species, taking care of both environmental protection and social development. Shen-gou water purification stations is the purification station with the largest space of land in Taiwan. As of interference and destruction brought along from facilities expansion of the water purification station for years, its natural and ecological environment, though rich and abundant, is much reduced than what it used to be. With changes of times and space as well as the facilitation of large-scale water purification station project, it is believed that Shen-gou water purification station can be greatly reduced of its major responsibility for water supply. Besides, the amount needed for environment and educational locations will be largely increased with the implementation of environment education law in June 2011, which should benefit the realization of “water source ecological park” endowed for leisure and educational functions and help to turn itself into the environment educational domain featured with natural resources. Most of all, it can make use of the chance to conduct improvement and enhancement for ecological environment. This study has resorted to the perspective in accommodation to ecological sustainabilty and becoming environmen educationl location to investigate planning rules of the park, using heuristic structure as the operation measure for issue integration. Furhtemore, it has employed sustainable ecology, planning of ecologicla park and base, and other related issues to mutually conclude and establish 16 kinds of planning rules. Besides, these planning ruels are being used to review and analyze the project “Detailed Planning and First-phase Detailed Design for Water-source and Hydrological Demonstration Park of Shen-gou Water Purification Station:” by Takano Landscape Company. The study has discovered that ecological and environmental planning should, in priority, ensure the natural habitat and the creation of environmental eco-diversity beyond human understanding, while experice activity for environmental education can be employed as the favorable media to faciliate sustainable development of this park. As for original project of planning, it is found short of efforts for creation of ecological environment, and has not blended activitites of environmental education into its planning, thus greatly reducing chance for sustainable development.
