非營利組織推動產業文化化之網絡治理策略
：『社造文化小鎮在萬華』個案研究

論文摘要現今，網絡治理機制已鑲嵌於地方治理與社區發展的運作過程中。期盼藉由網絡治理的思維，集合地方性組織形成集體合作行動，藉此讓資源集中與擴大運用，達到促進社區發展之效益極大化，同時逐漸降低行政機關對社區的「政策導向」及「資源制約」的現象。藉由網絡治理平台串連社區各組織，經由討論、協商建構共識，且由社區自主性規劃短、中、長期社區發展的願景，對在地區域發展而言，將彌足珍貴。不過在這樣的過程中，政府部門與非營利組織乃扮演重要的角色。就政府部門而言，可透過競爭機制的設計，協助具備在地夥伴關係的社區組織從事社區發展：至於非營利組織，則可仰賴其專業性與公益性，扮演區域整合者的角色。如何才能妥善使用各政府部會的資源，並且讓在地文化與產業持續性的運轉。本文主要目的在於，針對2010年行政院文建會提出為期三年期的「社區營造亮點計畫」做為研究的方向，並選擇台北市萬華作為個案研究。希望從網絡治理的途徑，探討萬華地區推動在地特色的產業資源協同發展的網絡治理策略，促使在地既有的產業邁向「產業文化化」。在推動萬華區的地方產業文化化的實務經驗中發現：首先，在網絡治理機制的建構上，跨部門的信任關係是重要的；其次，社區發展的運作規範及其共識建立，將嚴重影響社區產業的永續發展：第三，非營利組織的整合角色扮演與資源分享機制建構，也將是地方產業邁向產業文化化的關鍵。畢竟在進行過程中，如稍不謹慎，亦導致其執行業務中的衝突，甚至影響社區發展。最後，政府部門的資源投入與行政支持，對於在地組織推動產業文化化也具備鼓舞效用。關鍵詞：社區營造、網絡治理、亮點計畫、艋舺、萬華

Abstract Nowadays, the network governance mechanism has been embedded in the local development and community development. The local organizations could construct the collective action by network governance idea not only to make concentration and to extend the efficiency of the resource, but also to reduce the "policy direction" and " resource check and supervision" phenomenon in the community policy implementation process. In such a network governance mechanism, the discussion and negotiation among the inter-community organizations should be very important. However, in the local and community development process, how should government, nonprofit organizations, business sector and so on play in network governance mechanism? The government should be assist community organizations which had partnership by playing a competitive institution designer and provider. Nonprofit organization should be play regional role of the coordination and integration by their professional knowledge and charitable character. The aim of the study intends to inquire the network governance strategies of the tradition local industries transforming industry culturalization. For this purpose, I would select the" community constructs a little bit bright project" in Council of Cultural Affairs. In the case study of Wanhua, I found four issues in the local industry culturalization. Firstly, the trust building of the across-sectors is a continual task and it is a key factor in the network governance mechanism. Secondly, the community development regulation ruling will affects sustainable development of the community industry. Thirdly, nonprofit organizations must be play a integration role and to make a resource sharing mechanism. Finally, the government’ resource investing and administration supporting have an inspiration to local organizations.
