The e-government has been functioned for several years, most studies of e-government focus on the fields of management, marketing and policy evaluation. Results of the existing research regard e-government as a successful showcase of modern governing. This research starts from a different perspective of “surveillance society,” it reconsidering the surveillance element behind the e-government. “Convenience” and “surveillance” are both sides of a coin. This research claims that the public should pay more concern to government’s daily surveillance on them to avoid the happening of “cooking frog metaphor.” The non-government organizations and scholars should also play the role to check and balance. To sum up, the government cannot simply depend on e-government achievement as an important benchmark of good governance, indeed; enhancing “public trust” is a more effectual way to that end.
