摘要

2009年希臘債務危機爆發，歐元區國家面臨希臘政府破產的威脅而決定採取紓困。本文研究動機在於希臘債務引發的危機遠比想像中嚴重，而研究目的期能釐清德國內閣因應危機的三次決策過程。這三次重要的決策點分別出現於2010年、2011年及2012年，第一次決定對希臘紓困，第二次決定私人債權人的參與以及第二次紓困的確定，最後則是財政條約的建立。本文將從決策理論與德國內閣作成三次決策的過程加以探討，運用德國內閣中相關部會的官方資料進行案例分析。從研究過程中發現，除了決策理論幫助理解德國內閣如何因應希臘債務危機外，也突顯出德國基本法中總理原則、部長自主原則及內閣原則的重要性，而研究結果更展現自二戰後德國在歐洲試圖尋找的定位，而未來將逐漸轉變為由德國主導歐洲各項決策走向的發展趨勢，

When the Greek debt crisis was exposed in 2009, the euro-zone countries have faced the threat of bankruptcy of the Greek government. These countries decided to give Greece a Bail-out plan. In this thesis, the motivation is aspired by the series of Greek debt crisis, and the research purpose is to clarify the German cabinet how to make three decisions in response to it. Three major decision points are respectively in 2010, 2011 and 2012. At the first time, they decided a Bail-out plan to Greece; at the second time they decided the participation of private creditors and determined to do the second Bail-out, and the final action was to establish the Fiscal Treaty. This research is based on the decision-making theory and put in practice with three cases. Mostly, I used the official data from the several ministries in German cabinet in this thesis. While studying, I found that the decision-making theory helps to understand how the German cabinet in response to the Greek debt crisis, besides the German Basic Law high lightens the principle of the Prime Minister, the principle of ministries’ autonomy and the principle of Cabinet. These principles deeply influence the decision-making process. Above of all, the research results show that after World War II Germany has been trying to find its position in Europe, and it is succeed to be a leader taking European countries passing through this Greek Debt crisis. I believe the decision-making of German will become a trend among Europe in the future.
