台中旱溪排水生態環境整治結合民眾參與之分析

摘要


都市排水系統除肩負汙水排放與暴雨排洪之重責外,亦應兼顧人文景觀與休閒遊憩之功能,甚至維護完整水域生態系。原本雜草叢生、環境髒亂的台中旱溪排水,2007年中興大學提出康河計畫的整治構想及水利署第三河川局的規劃設計,徹底擘劃水岸休閒、生態淨化與滯洪保護兼具之優質河川願景。2012年8月完工後,配合兩岸居民的公眾議題關懷與行動參與維護,旱溪排水康河計畫已由單一功能的都市排水,蛻變成生態盎然與休閒遊憩兼具的優雅康河。

The major function of an urban drainage system is to drain sewage and rainfall water. Moreover, it can also provide the functions of human landscape as well as a site for leisure and recreation, while still conserving aquatic ecosystems. The riverine environment of the Han-Chi Drainage in Taichung was dirty with an overgrowth of weeds before the environmental construction of the River Cam Project was proposed and designed by National Chung Hsing University and the Third River Management Office, Water Resources Agency, respectively, in 2007. The vision of the high-quality river involved the integration of riparian recreation, ecological water purification, and flood prevention along the River Cam reach. After the completion of the reconstruction project in 2012 and attention to public concern as well as conservation by resident participation in activities along the river, the Han-Chi Drainage has transformed from an urban drainage with a single function into an elegant, multifunctional River Cam with ecological and recreational uses.
