摘要

本文主要目的，從方法論批判公共管理研究途徑的預設概念，例如市場基本教義和顧客導向，尤其後者必須放在當前台灣民粹威權政治體制的系絡背景下來理解，始知「顧客導向」變為「選民導向」，再一變成為「選票導向」。本文從經濟學與西方經濟史的角度，論證建立「小而能」政府的不切實際，及政府再造的三個面向，最後強調理論雖有指引實務的功能，實務亦能刺激理論的創造，學者引用西方理論時，允宜注意本國的社會文化條件。

From the viewpoint of methodology, the main purpose of this paper is to criticize the meta-concept of public management such as the market fundamentalism and customer-driven, especially the last should be put in the political context of populist authoritarianism for the present time in Taiwan.For this kind of understanding, we will know that the so-called ”customer-driven” has been changed into ”voter-driven”, and, again, into ”vote-driven”.This paper aims to certify that building the so-called ”A Small and Capability Government” is not in actual practice, and, also, to certify the three-dimension of reinventing government.At last, this paper lays emphasis on the fact that although theory has the function to inform practice, the practice can also stimulate the innovation of theory. As scholars, we should pay much attention to our social and cultural conditions when applying western theory.
