摘要

許多學者經常指出新公共管理係立基於所謂「新保守主義」、「新右派」或「新管理主義」的政治哲學，但甚少學者去瞭解上述三者的意涵或予以區別。本文經整理新公共管理改革的起源地－英國－的相關文獻發現，以「新右派」（the New Right）作為改革的政治哲學較為適當。首先，「新右派」含括（古典）自由主義以及新保守主義，而這兩種政治哲學本質上充滿許多對立之處，所以單用「新保守主義」稱之並不恰當。其次，經檢視英國學者C. Pollitt對於「新管理主義」意識形態的論著時發現，是氏所指稱的「意識形態」、「新管理主義」的意涵，並不涉及政治性價值，而此正是公共行政賴以維繫的核心之一，所以學界在援引Pollitt「新管理主義」一詞時宜特別謹慎。最後，對「新右派」政治哲學及新公共管理議題系絡的瞭解，於推動政府再造之際，有助於理解「改革策略」與「重建政府正當性、權威及公共性」之間的關聯。

Researchers in Administration Science pointed out that the New Public Management is based on the ideology of the “New Right”, the “neo-conservatism”, or the “managerialism”, but they seldom made them clear. This article reviews some literatures and contends that it is more appropriate to use “the New Right” refer to the basic political ideology of New Public Management. Second, in 1993, C. Pollitt pointed out that the New Public Management is based on the “manangerialist ideology” or “managerialism”. The definition of “non-partisan beliefs” of managerial ism isn’t appropriate for Public Administration, of which basic elements include political value, partisan belief, and something else. Finally, as the political ideology of New Public Management, the “New Right” had a series of discourse and context, countries wished to reengineer the public sectors should distinguish the relation between the strategies of reform and purposes of reform, that is, to rebuild the legitimacy, authority, and to promote the publicness of public administration.
