摘要

近年來「社區主義」（communitarianism）在國內外的理論與實務界中受到相當的矚目。除了與自由主義掀起的著名論戰外，社區似乎也成為公共政策研究中相當基礎且重要的分析單元。本文首先對當代社區意涵作一陳述，並從「社區主義」的角度探討政府與民眾的互動關係與模式。同時，試圖在當前公共事務日益複雜與人民自主意識覺醒之間，透過社區主義與治理（governance）概念的相互對話與詮釋，在國家／社會二分對立的情境中尋求一個新的平衡點。

Communitarianism is increasingly paid full attention in the academic and practicing communities. Community, instead of local government, becomes an essential unit of analysis in public policy studies. This paper began with the describing of community and communitarianism, and thus the interactive relationship between government and civil society was revealed. Second, this writer attempted to find out the status of communitarianism in a dynamic model of governance based upon the dialogue and interaction between state and society. This paper concludes that policy makers and public managers should seriously treat the important role of communitarianism in contemporary governance model.
