摘要

過去幾年公共行政在價值、制度與過程等方面面臨重大的轉變,傳統的價值逐漸為市場主義取代。「管理向上提升、行政向下沈淪」已成為一種趨勢。公共行政的問題到底出在那裡？在本文筆者透過「定位」與「定向」兩個概念，以解決這樣的問題。最後筆者並藉由以公共利益為定位，官僚體制為定向，企圖去探究公共行政的本質。

It has been for Public Administration undergoing giant change of value, institution and process, etc. Traditional values have been gradually replaced by ones of market mechanism. What is enhanced in the “management” and deteriorated in the “administration” follows the fashion. What has happened to Public Administration? In this article, the author tries to solve these problems by the concepts of “focus” and “locus” to study these ones. The author also tries to put the focus of public interest and locus of bureaucracy into order and find out the essence of Public Administration.
