臺灣坡地與土石災害防治之回顧與展望

Reviews and Forethought of Mitigation Works of Landslide and Debris Hazards

摘要


臺灣地區地質結構複雜,且由於颱風豪雨造成沖刷與侵蝕等現象,常常引致土層滑動、土石流、落石等不同型式的坡地災害。近年來,國內外有關坡地與土石災害之防治技術已累積相當多的研究與實務經驗,且坡地安全已成為民間及政府共同重視的課題以及努力的目標。本文主要以工程生命週期的觀點,針對國內近年來於坡地與土石流災害防治的努力,從開發流程、法規限制、災害潛勢分析與調查技術到坡地治理與監測預警技術予以彙整回顧;此外,對於近年興起的坡地維護管理與防災系統的研發成果,加以說明介紹,冀望能對未來坡地與土石災害的防治有所助益。

With complicated geology formation in Taiwan, the hazards such as debris flows and landslide are triggered regularly after the heavy rainfall or the river channel erosion. In order to establish a systematic research approach and realistic design procedure, great efforts have been made in the past few years among the government and private supported projects. This article reviews these efforts from the point of views of engineering life-cycle and the procedure of developing, hazard potential evaluation, field monitoring and testing, and establishing design specification. Furthermore, this article also emphasizes the history of developing the slope management system and the hazard mitigation system, for the purpose to deliver for thoughts to the future developing.
