臺灣自2010年底選舉後,正式邁向由五個直轄市(包括臺北市、新北市、臺中市、臺南市及高雄市等,或稱五都)重新扮演尺度政治所引領地理發展新格局的角色。本文試圖分析尺度政治,因為國家在面對資本主義過度積累的危機中,就邁向全球城市及區域治理的行政區劃邏輯做為措辭,包括就升格、合併升格、併入升格為直轄市等手段,以尋求暫時性解決危機的工具。然而,就臺灣政治經濟發展邏輯及地方統籌分配款重新劃定的過程,本文指出,五都的發展格局為資本循環勢必在選後初期透過活動的生產與再生產,及透過資本的空間固著,無能為力回應全球城市及權責相符的區域治理;反而卻將引領臺灣邁向長期且不斷變動的不均地理發展狀態。
After the mayor election in the end of 2010 in Taiwan, the five direct-controlled municipalities, including Taipei, the New Taipei, Taichung, Tainan and Kaohsiung, are going to play the role of geographical redevelopment of 'scaling politics'. This paper aims to analyze the scaling politics as a mechanism that seeking a temporary solution of the crisis in terms of over-accumulation of the capitalist state. Towards a global city and regional governance can be no more than rhetoric for justifying the rescaling politics that includes the differentiation of means by upgrading, merging, incorporating to the rescaled municipalities. However, examining to the logic of Taiwan's political economies and the local financial allocation redrawing process, the paper argues that the geographical development of the five municipalities is bound for the capital circulation. That is, after the election, production and reproduction of events and spatial fixes of capital, rigid to respond the practice of global city and inability to empower responsibilities of regional governance. Instead, it leads Taiwan towards its chronic and ever-fluctuating state of uneven geographical development.
