中日戰爭中期寧波的走私活動(1939-1941)

Smuggling in Ningpo during the Middle Stage of the Sino-Japanese War, 1939-1941

摘要


走私是違法且變相的地下經濟活動,爲正常國家所嚴厲禁止。惟在1939年的中日戰爭中期以後的中國戰場上,走私卻成爲交戰的雙方,在交界地區盛行的經濟活動。交戰國的雙方政府,一方面進行緝私,以防敵方傾銷仇貨;另一方面則進行有計畫的走私活動,以運出能換取外匯物資,或運入所需物資,來支撐長期作戰。而有特權的不肖官吏、軍人及奸巧的商人,在戰時封鎖與物資統制下,見走私人員、物資有暴利可圖,遂紛紛加入此項活動,致使走私大行其道,在中國戰場上熱鬧登場。本文即擬以中日戰爭中期寧波的走私活動爲題,來敍述與分析寧波成爲當時重要走私港的原因,經由寧波進出的走私路線、方式、貨品等,期待對戰時的走私問題有所認識。

Smuggling is a kind of illegal underground economic activity, and is strictly prohibited by any countries. However, smuggling flourished and prevailed in the war zones and border areas during the middle stage of Sino-Japanese War. Both the Chinese government and the Japanese government caught the smugglers to prevent the transportation of enemy goods. But on the other hand, both sides designedly took part in smuggling in order to gain money and necessities for the long-lasting war. Some profiteers such as corrupt officials, soldiers and merchants actively engaged in smuggling and earned a great amount of money. This paper aims to explore the reasons why Ningpo became an important smuggling port during wartime (1939-1941), and the route, channels, patterns and goods of smuggling.
