社群媒體武器化影響、運用與能量建構

The Influence, Employment and Establishment of Capacity of Weaponized Social Media

摘要


近年來社群媒體在政治、社會、軍事衝突的嘗試與創意,提供軍事發展新的思維,並改變人類戰爭的樣貌。社群媒體戰場的經營與勝利,能夠為兵、火力戰場創造極大有利條件,成為另一種戰略影響的工具。如何使之武器化,其結構、特徵、操作與影響為何,成為戰爭研究新的焦點。透過相關文獻的探討發現,武器化後的社群媒體,能夠被廣泛運用於輔助、支援現行各聯參作戰計畫、整備、執行的功能。但要使社群媒體能夠發揮功效,最重要的還是要有前瞻性的投入與經營,包括人力資源、預算、研究、時間等,始能形成有效的作戰能量。

In recent years, the fast proliferation of social media and their innovative practices has already created opportunities for military theories to improve their practices. As such, the face of war has been changed now. The operations and victory in the social media battlefields can create considerable advantages to aid the physical battlefield and become an important strategic tool. How to weaponize it and to construct its structure, characteristics, in order to support possible operation, and to influence general publics have become the new focus of war studies. Through the investigations of relevant literature, this study found that social media can be used not only to support the combat operations, but also to become a multiplier to exponentially increase the effects of military missions. Moreover, the most critical factor is to have this multiplier invested timely and adequately as important elements of supporting functions, in areas such as, human resources, budget, research, time, etc. in order to form an effective combat synergy.
