This Study had been to take literature review and secondary statistical data analysis, to expound the quota policy development current situation and predicament, and to make recommendations on policy and value. policies: (1)revised for ratio limit of fixed into use, (2)the manner of disposal, that it was not sufficient number; value: (1) anti-discrimination, (2)a paradigm of the public sector.The implementation of work right for disabled persons, it had not only forced employers to fit enough, but also which had good incentives and the public policy of government, coupled with the public belief in the anti-discrimination that had been possible to achieve gradually; disability employment services for domestic protection that had initial foundation, and the follow-up promote and the implementation that had been by the efforts of the parties and inputs, so that disabled persons had to find self-worth at work.
