A Historical Review and the Future Development of Sexuality Education in Taiwan

摘要

台灣性教育分爲萌芽期、推展期、性教育課程設立期。性教育的課程設立於1993年的「道德與健康」課程中，將「健康教育」課程分成10個類別，其中「家庭生活與性教育」分布在國小六個年級中；國中階段的「健康教育」則於1986年至1997年進行了課程修訂，使其具有「性教育」內涵，並在1998年訂定中小學「九年一貫」課程綱要，將國小及國中性教育放入「健康與體育」領域；2006年高中職性教育課程規劃「健康與護理」是延續國中性教育。
大學階段，最早在1979年以「性教育」放入課程的屬國立台灣師範大學衛生教育學系，至今有31年的歷史，接著是2001年樹德科技大學人類性學研究所，以「性教育」、「性諮商」、「性與社會」三個領域進行教導，「性教育」正式在大學開啟，並做師資培育工作，其他陸續於2005年有10所大學及21所技職院校加入性教育行列。

The development of Sexuality in Taiwan was divided into the period of initiating of sexuality education, the development period, and building a sexuality education curriculum period.
For ”Ethics and Health” course for the elementary school students in Taiwan sexuality education in 1993, ”Health curriculum” was divided into ten categories and ”Family Life and Sexuality Education” was distributed in all six grades. From 1986 to 1997, curriculum revision of ”Health Education” course for junior high school students has included sexuality education content. Moreover, ”Nine-Year Integrated Curriculum” set in 1998 includes ”Health and Physical Education” for the sexuality education in elementary school and junior high school. In 2006, sexuality education curriculum for senior high school students was planned under ”Health and Nursing Care” as the extension of the sexuality education of junior high school.
In college, first in 1979 with ”sexuality education” into the curriculum is a Department of Health Education, National Taiwan Normal University, has 31 years of history. Then, Graduate School of Human Sexuality in Shu-Te University in Taiwan has provided courses to students in three areas of ”sexuality education”, ”sex counseling”, and ”sex and society” in 2001, and training for teacher education in the area of sexuality education. Later in 2005, there has been 10 universities and 21 technical and vocational education institutions joining the sexuality education.
