摘要

紐西蘭毛利部落社區總體營造之推動，係以部落為運作中心，在發展模式上，為一「經濟導向型」之社區總體營造模式，即其係以部落型經濟產業發展為基礎，特別是結合文化創業產業之觀光事業，藉由經濟事業之經營開發，作為部落其他層面，包括：文化、社會及教育營造活動之後盾，並且逐漸能自給自足。部落族人亦因發展過程之參與，進而提升自我競爭力、自尊及自信，這正是社區總體營造之實質內涵。在政府部門方面，亦配合法令及政策之制定與執行，來保護毛利社區營造資源，並確保毛利族群之公共議題參與管道與資訊來源，使得毛利部落社區之發展朝向永續經營。紐西蘭毛利部落社區營造之方式及成果，值得研究。

'Tribe' (iwi' in New Zealand) is the operation center for the promotion of Maori community development in New Zealand. Maori develop an economy oriented community development style. Based on the tribe industry development, especially cultural creative and tourism industry, they offer economic supply to meet the needs of culture, society and education for themself. People in tribe participate in this kind of developing process and finally can promote self-competition, respect and confidence. This is really what the meaning of community development. Government also plays an important part for protecting Maori community resource through establishing and implementing rules and ordinances concerned. These rules and ordinances ensure the rights of participating in public affairs and information for Indigenous people. The experience of Maori helps to develop their community sustainably.
