土砂災害影響之遷居地點安全評估-以大武鄉大竹村愛國蒲部落為例

摘要


由於颱風造成邊坡崩塌而產生土砂下移後,下移暫停的土砂與裸露的邊坡上不安定的土石均有可能會對下方邊坡社區帶來威脅,因此不少部落在評沽有安全疑慮的情況下要辦理遷村的工作。而本文即是台東縣大武鄉大竹村愛國蒲部落在2016年遭到莫蘭蒂颱風的風雨侵襲後產生土砂災害為例,擬在其下方既有八八風災永久屋基地增建作為容納愛國蒲部落之遷居地點,由於靠近大竹溪與愛國蒲溪匯流口,乃特別進行的安全評估工作,瞭解遷居地點的安全性,避免有受到土砂或洪水的危害可能。經測量、空拍與溪水流況比對檢討,預定遷居地點應屬適宜的選擇,應可進行後續的遷居規劃工作。

After the landslide causes the slope to collapse and the soil sand moves down, the soil sand that is suspended and the unstable earth and rock on the bare slope may threaten the lower slope community. Therefore, many tribes have to handle the work of relocating villages when they have safety concerns. This study is the case of the Ikopu tribe in Dazhu Village, Dawu Township, Taitung County, which was affected by the Morandi typhoon in 2016. It is planned to build a permanent housing base under the Morak typhoon rebuilt site to accommodate the Ikopu tribe relocation demanding. Due to the proximity at the confluence of Dazhuxi stream and Ikopu stream, it is a special safety assessment to understand the safety of the relocation site and avoid the danger of sediment or flood. After the comparison of the measurement, the aerial photography and the stream water flow condition comparison, this planned relocation site should be an appropriate choice, and the subsequent relocation planning work should be carried out.
