The policy of governing Taiwan in the reign of emperor Kang-hsi are very different to emperor Chien-lung .This difference affected the development of villages in Taiwan. After precise comparison of Taiwan maps between emperor Kang-hsi and emperor Chien-lung, it reflects a change of rapid development of Taiwan villages, and it also reveals a strong contrast between these two reigns. There are three new findings as follows: 1. In the reign of emperor Kang-his, the aborigines were the major inhabitants in Taiwan. 2. In the reign of emperor Chen-lung, the Han people villages had exceeded the aboriginal villages again since emperor Chien-lung gave the permission of immigration. 3. In the reign of emperor Chen-lung, the power of Ching dynasty expended from western to eastern area of Taiwan.
