親愛關係暴力校園宣導及處遇工作-以初期暴力之二級預防介入觀點探討

摘要


台灣家庭暴力防治工作,大多數人力資源以第三級處遇介入為主要投入,包括被害人的保護、輔導以及加害人的處遇防治內涵。當政府投入大量經費人力投入於第三級預防工作,而能真正達到終止暴力的成效,可能低於通報案量的一成。因此,第三級預防的成效有限的情況下,如何能透過三級預防之第一級宣導預防,及第二級找出潛在危險因子,早期介入處遇阻斷暴力,或許應成為官方部門應思考的問題。現代婦女基金會在2008年,首先提出親密關係初期暴力二期預防處遇工作的重要性。只是當親密關係暴力初次或初期發生時,被害人往往無意識自己所遭受的是親密暴力問題,可能僅界定為感情溝通問題,或是加害人不小心而發生,或期待加害人能自我覺醒,甚至在情難捨情況下,一再原諒加害人。如此,被害人不願驗傷、不願申訴,更不願以司法告訴來面對;而此時,加害人卻在不自覺,再加上被害人的縱容,而合理化的暴力行為,甚至縱容暴力下,此親密關係暴力形成陷入暴力循環的困境。因此,如何找出第二級預防中潛在危險因子,早期介入,我們大膽假設『親密關係初期暴力』的當事人,為潛在危險因子的關係人,但在二造當事人均未能進入通報體系,如何找到親密關係初期暴力發生的當事人,為此方案最大的問題。因而基金會透過幾項網路調查結果,提出『親愛關係校園宣導處遇工作』的實驗方案,希望藉由此方案實施,能找到有效早期介入潛在危險因子的預防工作方法。基金會提出五大訴求如下:一、應將校園親密關係暴力防治宣導作為性別平等教育的重要推動內涵:二、尋求如何運用親密關係暴力加害人之羞恥感與罪惡感,作為初期暴力發生的阻斷三、學校學輔單位應開設兩性情感溝通與情緒管理實務課程,作為親密關係暴力兩造當事人尋求問題解決的管道與方法。四、學校應重視學生親密關係分手議題的情感教育與輔導,以避免情殺案件的發生。五、國防部、役政署及其他相關單位也應有相關宣導方案的推動。

In Taiwan, most of the resources and manpower of domestic violence prevention were invested in the tertiary level, which include the protection and counseling for victims and intervention programs for abusers. However, the real outcome of stopping the violence from happening is estimated lower than 10% of total reported cases. Under such circumstance, maybe it is time for the government to think about how to reinforce the public education in order to raise the public awareness of domestic violence for the first level of prevention, then identify the potential risk factors and intervene at the early stage for the secondary level of prevention. In 2008, The Modern Women Foundation firstly mentioned the importance of secondary prevention in the ”early-stage intimate relationship”. Nevertheless, when the violence happens in the early stage of intimate relationship, the victims are usually not aware of violence issue. Instead, victims think that it is a communication issue or just an incident happen accidentally. Some victims repeatedly forgive the abusers and expect them to have self-awareness and change their behaviors. Victims usually do not take any action, such as getting medical exams or restraining orders or filing a lawsuit. With the ignorance of abusers and the tolerance of victims, the violence becomes rationalized by the abusers and becomes a vicious cycle in the intimate relationship.Therefore, we need to find out potential risk factors in the secondary prevention and intervene at the early stage. We assume that both parties involved in ”early-stage intimate violence” are the associate factors of the potential risk. But both parties of the violence have not yet entered the reporting system. How to find out the parties in the ”early-stage intimate violence” is the critical issue in this project. To find out that, our Foundation brought up an experimental project ”intimate violence campus campaign” through several internet surveys and aimed to construct the effective prevention methods for intervening the early-stage risk factors. Our five main stressed advocating points are as followed:1. To contain the ”intimate relationship” campaign in campus as the core education of gender equality.2. To make good use of shame and quilt of the abusers and create the transformation and discontinuance of violence.3. The school counseling units should set up more courses of emotion management and gender communication as solutions for both parties of intimate violence.4. The schools should pay more attention and offer counseling support to the parties of ”broke-up” to avoid hate crime.5. The Ministry of National Defense, Conscription Agency of Ministry of Interior and other units should also rise up the associated campaign.
