台灣木竹產品製造業者申請FSC COC認證之實務探討

摘要

由於全球各地對森林資源保護的意識逐漸高漲，尤其歐美等地的大型零售通路紛紛要求其所銷售來自森林的各類產品須具備森林管理委員會產銷監管鏈（Forest Stewardship Council, Chain of Custody; FSC COC）的認證，因此為了要將這些產品銷往那些地區，相關業者必須為其產品取得FSC COC的認證，否則將影響產品的銷路。而台灣的木竹產品皆以銷往歐、美各國的市場為主，對FSC COC認證的需求也將與日俱增。有鑑於此，本文乃針對台灣木竹產品加工業者的需求特性，以FSC COC認證的實務為研究主題，使相關業者於申請認證前有所遵循並做好準備。本研究於蒐集瑞士通用檢驗公證集團公司（SGS）及英國測檢認證有限公司（BM TRADA）所公布的FSC COC認證申請要求事項後，再深入探討一家已通過認證公司的申請經驗，然後提供一套業界於申請FSC COC認證時應該採用的申請準備程序，使業者於申請FSC COC時能有所遵循並加速取得認證的時程。

Since more and more of the general public call for the protection of forest resources, large retailers in the U.S. and Europe all request their wood products carrying the FSC logo. In order to become the supplier of these retailers, they must obtain FSC COC certification. For Taiwan's wood and bamboo manufacturers, most of their products are sold to the U.S. and Europe regions; hence, the FSC COC certification becomes crucial to their business. Recognizing the characteristics of Taiwan's wood and bamboo manufacturers, this paper put its emphasis on the application of FSC COC practices. In this study, relevant data publicized by SGS and BM TRADA is collected first; then, the experience of applying the FSC COC of a certified company is investigated. Finally, a detailed application procedure is proposed to provide a general direction and basic understanding of how to get certified by the accreditation bodies of FSC COC.
