國立臺灣博物館於2006年底啟動「二次戰後臺灣經典建築設計圖說徵集計畫」,當時基於戰後建築圖說狀況堪慮的情況下準備搶救徵集,並未進行前置研究建立臺灣建築史觀,接受臺博館委託的中華民國都市設計學會參考建築師公會生產的六份文本建立徵集參考範圍,依據此徵集範圍中的臺灣戰後建築作品及得獎建築師為標的,展開對臺灣戰後建築圖說的徵集,後續歷經委託不同單位及臺博館自行持續徵集17年至今(2023)年,這過程中雖未再明言徵集參考依據,然根據臺博館徵集成果檢視,大致上是依據這個徵集參考範圍進行。徵集作業的17年間,包括2006至2008年、2008至2009年、2010至2011年、2013至2014年委外進行四次徵集;以及2015至2023年由臺博館自行徵集。本研究觀察此一徵集計畫的成果,雖已成功搶救12萬餘筆臺灣戰後建築圖說,然而若檢視其達成率則有待加強;以及統計分析此一徵集參考範圍的取向,在建築年代、地區、類型、公私性等層面有比重失衡、周全性不足的問題,應在善用公部門資源的考量下先行重整徵集名單後再行徵集;最後,基於此批圖說有可能成為臺灣規劃中第一座國家級建築博物館的典藏文物,建議從臺灣建築史觀審慎出發,對未來的徵集作業進行整體性評估。
The National Taiwan Museum initiated the" Solicitation Project of Post-World War II Classic Architectural Design Drawings of Taiwan" at the end of 2006 due to concerns about the condition of post-war architectural documentation. Before this, no research was conducted to establish the historical perspective of architecture in Taiwan. Commissioned by the museum, the Chinese Institute of Urban Design established the scope of the solicitation based on six documents produced by the Architects Association. The solicitation then targeted post-war architecture and award-winning architects of Taiwan within the scope. Thereafter, the museum commissioned various organizations and also made its own effort to solicit continuously for over 17 years until now (2023). Although the basis of the solicitation scope was not further clarified during the process, upon examining National Taiwan Museum's outcomes to date, the solicitation has been conducted largely based on the established scope. In the 17 years of solicitation effort, the museum has commissioned external organizations four times, including in 2006-2008, 2008-2009, 2010-2011 and 2013-2014. The museum also self-conducted the solicitation from 2015 to 2023. The outcomes of the solicitation project observed over 120,000 post- World War II architectural drawings of Taiwan successfully salvaged; however, the achievement rate still indicates a need to continue the effort. Furthermore, statistical analysis reveals an inherent imbalance exists in the orientation of the solicitation scope, which discourages a holistic and balanced representation with regard to architectural time period, geographical region, typology and private vs. public spaces. The recommendation is for the National Taiwan Museum to revise the solicitation list as a priority by optimizing the available public sector resources before further proceeding with the solicitation effort. Lastly, the solicited architectural drawings could potentially become the collection of the first national architectural museum under planning in Taiwan. In view of this, it is recommended that the museum prudently and holistically re-evaluate the solicitation project from the perspective of Taiwan's architectural history.
