We introduced the Precautionary Framework proposed by the World Health Organization, and reviewed its policy recommendation for risk management and communication on mobile phones. The six stages of the precautionary framework were problem/context, risks, options, decisions, actions, and evaluation. We applied the framework in analyzing the case of mobile communication in Taiwan, and proposed our policy recommendations. We suggest the current risk management options of mobile phone in Taiwan to include doing health risk research and conducting better risk communication.
