Abstracts

本文簡介世界衛生組織倡議的預警架構，及其有關行動電話風險管理及溝通之建議，並應用比一架構分析台灣行動電話的使用現狀，供國內政策單位進行健康風險管理及溝通之參考。
世界衛生組織電磁波計畫於2004年依據預警原則，針對電磁波之風險管理，進行問題脈絡、風險分析、選項、決策、行動、及評估等六階段之分析及建議；本文參考此一架構，分析台灣行動電話的使用現況，並提出風險管理及溝通之政策建議。
作者認為目前台灣可行的行動電話健康風險管理及溝通方案，介於什麽不做，與訂定更嚴格的法規之間，本研究建議進行健康風險研究與加強風險溝通。

Parallel abstracts

We introduced the Precautionary Framework proposed by the World Health Organization, and reviewed its policy recommendation for risk management and communication on mobile phones. The six stages of the precautionary framework were problem/context, risks, options, decisions, actions, and evaluation. We applied the framework in analyzing the case of mobile communication in Taiwan, and proposed our policy recommendations.
We suggest the current risk management options of mobile phone in Taiwan to include doing health risk research and conducting better risk communication.
