發展優質綱路社會

Ubiquitous Network Society

摘要


我國自2002年通過「國家資訊通信發展方案(2002~2006年)」,陸續推動數位台灣與行動台灣等計畫,表現受到世界經濟論壇(WEF)、國際電信聯盟(ITU)等國際評比機構的肯定。面對高齡化社會、數位機會以及經濟發展等議題,2007年3月行政院通過「國家資通訊發展方案(2007~2011年)」,以「發展優質網路社會」為主軸,期使國民能不受時空與設備的限制,享受安心便利的生活。 承續數位台灣計畫著重在基礎環境、寬頻網路、電子化政府的建設,及行動台灣計畫著重「最後—哩」管道建置與無線寬頻應用的成果,「發展優質網路社會」係「以使用者為中心」,透過關鍵應用提供各種便利服務的社會環境,解決民眾日常生活所關心的議題,讓人民感受到資通訊建設的好處,並使台灣成為世界優質網路化社會的應用櫥窗。

The e-Taiwan Project and M-Taiwan Project, as set out in the ”National Information & Communications Initiative (2002-2006)”, have achieved impressive results highly regarded by international institutions including World Economic Forum (WEF) and International Telecommunication Union (ITU) . Our next agenda to face the challenges in an aging society, to create digital opportunities and to boost up economic growth, is mapped out in the ”National Information & Communications Initiative (2007-2011)”, approved by the Executive Yuan in March, 2007. The theme of the initiative is developing a ”Ubiquitous Network Society (UNS)”, where every citizen can enjoy full-access to innovative e-services in a safe, comfortable and convenient way. The e-Taiwan Project mainly was focused on infrastructure development, broadband to every household, and e-government services; the M-Taiwan Program is now targeted to solve the ”last mile” problem in broadband deployment, to implement nation-wide wireless network, and to provide extensive M-services for the public. Building on the groundwork of e-Taiwan and M-Taiwan efforts, the u-Taiwan program will take users' needs as the core. The underlying goal is to measure up to challenges in ubiquitous e-services in everyday scenarios, to deliver next-generation ICT paradigms for daily convenience, and establish Taiwan as a leading model of UNS.
