摘要

隨著電子化政府的普及推動，政府機關依賴資訊科技的程度也愈深。但是，近年來政府機關迭有發生電腦病毒、駭客入侵、個人隱私資料外洩及網路犯罪等案例，不但可能影響國家安全、社會安定及一般民眾權益，也可能造成人民對於政府推動電子化政府應用喪失信心。是以，在政府全力推動E化、M化及U化台灣，發展電子化政府之際，必須強化政府資通安全防護管理，建立安全及可信賴的網路環境，才能促進資訊科技之普及應用，提供民眾安全及便捷的服務。
本文透過資安事件案例及資安威脅趨勢分析，說明政府如何就「健全資安發展環境」、「確保通報應變體系」、「強化資安制度與法制規範」及「加強人才培育與國際合作」等不同面向，強化資安防護能量，並研提政府資安因應對策，以達到資安不打烊目標。

Following the widely promotion of e-Government, government agencies are more relying on information technology gradually. However, incidents such as computer virus, attacks of hachers, leakage of personal information and cyber crime are quite common among government agencies. Those incidents influence national security, society stability, people's interests, and lose public confidence in e-government application. Therefore, under the promotion of E-Taiwan, M-Taiwan and U-Taiwan, government should strengthen its information security and protection management, to establish safe and reliable network environment, to enhance the application of information technology and to provide secure and efficient services.
