以資源回收再利用為導向之建築物拆除施工綱要規範之研擬
Development of Guidelines for Building Demolition to Facilitate Waste Recycling
摘要
在永續營建的推動下，建築與營建拆除廢棄物的回收資源再利用已成爲全球性的趨勢。本研究之目的是從永續利用的觀點研擬拆除施工規範，藉由施工規範來確保建築物拆除施工時，其程序步驟能將拆除廢棄物做適當分類與清理，以提升廢棄物之回收再利用效能，達成資源永續利用與零廢棄之政策目標。本研究採專家座談會方式，邀集專家、學者、政府單位及相關業界代表參加，綜合專家意見並參考國外拆除規範，研擬拆除施工規範條文，並藉由規範審查會方式，持續對拆除規範條文內容進行修正。本研究最後擬訂出第0222A章「構造物拆除」及第0174A章「拆除廢棄物管理及處理」，內容含括：廢棄物清查、文件審查、施工、安全、環境保護、廢棄物處理、貯存與清理等。

Given the concept of sustainable construction, it has become a global trend to recycle building and construction demolition wastes (C&DW). This study is to develop a guideline for proper construction steps and waste handling for demolished buildings. The objective is to increase the recovery rate and the value of demolished wastes by following the guideline. Literature reviews and expert interviews were conducted to identify the proper construction steps and waste handling to decrease the mixing of various types of rubbish in building demolition. The drafted guideline has been reviewed and revised many times by experts from academia, industry and government before it became final. The guideline covers issues including waste auditing, documentation and review, construction, safety, environmental protection, waste handling and storage, subsequent treatment, and so on. With the guideline in place, the recovery rate of waste from demolished buildings can be increased and the wastes can be used as materials in products of higher value.
