摘要

全球化浪潮下，各國積極參與國際組織。回顧二十世紀的國際組織，以聯合國最爲耳熟能詳，其內部負責審理重要案件、仲裁國際糾紛的國際法院，是由15名來自各國的專業法學家所組成。本文即闡述中華民國在聯合國時期由徐謨、顧維鈞先後被選任國際法院法官的曆程，從中剖析中華民國外交部對於外交策略的運用，以及美國如何影響國際法官的競選。
