1950年,國民黨政權正式遷臺未及一年,黨部組織事務最重要的代理人物陳立夫突遭蔣介石指令前往美國,從此遠離黨政核心舞臺,翼下CC系成員也備受抑制,黨國體制上層結構隨之朝向派系替代,並獨尊蔣領導威權的改革主軸而翻整重塑,影響堪稱深遠。本文採取不同於以往憶述材料導向的視野,利用臺灣、美國兩地檔案館的豐富典藏,兼采人物日記、憶述文獻、臺港報刊資料,將陳氏去國一事放在國民黨渡臺初期的特殊結構與時代局勢、政權流離所面臨的諸多困境與反應,以及黨國體制盤整重建之際以蔣介石、陳誠為政務核心的權力延展企圖來進行綜合考察,旨在說明蔣的去陳之舉是國府統治形勢內外俱張的交疊產物:一是美國方面屢屢提示人事黜免的意見,佐驗蔣的改革決心,視為援助的前提;二是黨國體制遷臺重建之初,究竟該如何估量派系代理的職能表現,及其結構性角色的再安排。此外,本文運用一手檔案,對1950年陳立夫的最後行止和CC成員的內部動態與集體心態,提出了較為豐富而新出的析述;也提示了國民黨宗派主義中的政治耳語文化,認為值得學者結合一手檔案等多元史料進行深入考掘;並指出陳立夫去國之於體制上層的重大效應之一,在於開出了CC分子「公道情結」與體制內異議的混同循環,正是1950年代宗派主義披上民主道德外衣,揚舉國會制衡的理念而繼續抵擋黨國體制行政權擴張的主要動力,也可看出一些從黨國派系代理結構的內部裂變所傳出的政治異音,對於我們思考戰後臺灣民主自由「如何可能」的一頁演進史時,似乎仍是值得重新認識、參照的重要背景課題。
In 1950 the Kuomintang regime had just moved to Taiwan. Chen Li-fu, the most important agent of the Party's organizational affairs, suddenly received an order from Chiang Kai-shek to go to the United States. He would remain there for the next two decades. Chen's departure led to a re-shaping of the Kuomintang' personnel and faction alignments. This article takes a fresh look at Chen Li-fu's political exile with the help of rich source materials from archive in Taiwan and the United States, diaries and memoirs of the person involved, newspapers and periodicals. It argues that Chen's downfall was the product of external and internal tensions confronted by the Kuomintang at the time: First, the pressure from the United States to reform; Second, the need of the Party to re-assess and re-arrange factional roles. In addition this article puts forward a new analysis, based on firsthand sources, of the dynamics and collective mentality of the CC Clique in 1950, the legacy of which would shape the complex roles its members played in Taiwan's politics in the coming years. The article also discusses the "whisper culture" in Kuomintang faction politic, which is worthy of further exploration.
