以步行城市為目標對臺北都會區空橋系統評估之研究

A Study of the Evacuation for Air Bridge System with the Goal of A Walkable City in Taipei Metropolitan Area

Abstracts


步行城市倡導低碳交通方式,而立體、多層次的空橋系統有助於滿足高密度的城市中人們步行需求,讓人、車兩種交通系統分離且並存,更視為改善環境與促進經濟的重要建設。本研究建立臺北都會區空橋宜步行性評估架構及準則,並以臺北都會區之臺北市信義計畫區空橋系統、新北市新板特區空橋系統與桃園市桃園A7區空橋系統為評估個案進行宜步行性評估,應用層級分析法以及重要性與表現分析法求取專家權重與使用者績效分析,以進行宜步行性之評估並提出改善建議。研究發現臺北都會區空橋系統宜步行之規劃準則首重連結大眾運輸,輔佐充足的商業設施,同時考量整體步行順暢度,且具備排除氣候影響的空橋系統等設計,都將有利於提升人們使用臺北都會區空橋系統之步行意願。

A walkable city advocates low-carbon pedestrian transportation to improve the congested urban environment. A multi-level, three-dimensional pedestrian skywalk system will help meet walkability in high-density cities, allowing for the separation and coexistence of human and vehicular transportation systems. In addition to providing transportation functions, the skywalk system is also regarded as an important construction to improve the environment and boost up the economy. This study investigated the development of air bridge systems in the Taipei metropolitan area with the objective of promoting a walkable city. The study firstly used the Fuzzy Delphi Method to establish a framework and criteria for evaluating the walkability of air bridges in the Taipei metropolitan area, and used the Taipei City Xinyi District skywalk system, the New Taipei City Xinban Special Zone skywalk system, and the Taoyuan A7 skywalk system as evaluation cases. The AHP and IPA methods were then utilized to analyze the expert weighting and user performance for the evaluation of the walkability and to provide suggestions for improvement. The study finds that the pedestrian-friendly planning criteria emphasize the connection of public transportation, complemented by adequate commercial facilities and the overall walkability. The design of the air bridge system that excludes the influence of climate will help to enhance people's willingness to walk on the air bridge system in the Taipei metropolitan area.
