The police agency is one-whip system of the personnel and it is more possible to carry out a similar succession plan operation. Succession planning is a strategy for identifying and developing future leaders, but the talent shortage of director at the police station have occurred over the past few years. This study discusses relevant incentive mechanism and assessment method in an attempt to enhance the willingness and motivation of police officers to serve as the director. A questionnaire survey was conducted to collect data from directors currently serving at the police stations in Taipei City. Besides, it used in-depth interviews to verify the feasibility of the incentive mechanism design. The results indicate: (1) Workplace environment and promotion system are the main factors that affect the police officers to apply for the selection. (2) The assessment method of selection is mainly interview and written examination should be designed with situational questions.
